Purpose of Rule
Submit Written Comments
The Idaho Department of Lands administers IDAPA 20.07.02, Rules Governing Conservation of Oil and Natural Gas in the State of Idaho under the authority of Title 47, Chapter 3, Idaho Code.
IDAPA 20.07.02 defines and clarifies the procedures for regulating oil and gas exploration and development activities on public and private lands in the state. These rules are required for the Oil and Gas Conservation Commission to fulfill their duty to prevent waste, protect correlative rights, and prevent pollution of fresh water supplies during the exploration and production of oil and gas resources.
Following Executive Order 2020-01, Zero-Based Regulation, this rule chapter is scheduled for a comprehensive review in 2024 with the goal of simplifying the rules for increased clarity and ease of use.
Current Status
The public was invited to submit written comments on the proposed rule from August 7 – August 28, 2024. A public hearing was held on Thursday, August 15, 2024 at 1:00pm (MT). The public was invited to attend in person, by phone, or by Zoom to provide oral comment on the proposed rule. No comments were received on the proposed rule.

Proposed Rulemaking
A proposed rule is a formal, written proposal by an agency to amend or repeal an existing rule or adopt a new rule.
The public is invited to submit written comments to the agency during this stage of rulemaking. A public hearing will be held for the public to submit oral comments on August 15, 2024, and the agency gives written and oral comments the same consideration. Written comment will be accepted from August 7-28, 2024.

Negotiated Rulemaking
